AS OF 1 JULY 2021 – NATIONAL STATE OF EMERGENCY
04 January, 2021

Following the Thursday update of the list of affected countries, the Swiss Confederation have remained on the list along with the third countries, and isolation requirements have changed for arrivals from the United Kingdom of Great Britain and Northern Ireland.

According to the order of the Minister for Health, the updated list will take effect as of 4 January. However there will be a requirement, applicable as of 1 January for persons returning and arriving from the United Kingdom of Great Britain and Northern Ireland, except those transiting through the Republic of Lithuania, crew members, who are employed in companies engaged in international commercial transportation, or who carry out international commercial transportation, to have a laboratory test for coronavirus infection (COVID-19) taken at maximum 48 hours before the entry to the Republic of Lithuania and the confirmation of the negative result thereof.

In the case where an arriving person does not have the required test, they will have, within 24 hours from the moment of arrival in the Republic of Lithuania, contact the Coronavirus Hotline at 1808 or a laboratory that performs testing for coronavirus (COVID-19) infection to make an appointment for testing.

Along with the mandatory laboratory testing for coronavirus (COVID-19) infection, arrivals from the United Kingdom of Great Britain and Northern Ireland will be also required to self-isolate for 10 days, excluding certain occupations when travelling for the purpose of work.

It should be noted that arrivals from the United Kingdom of Great Britain and Northern Ireland will have to self-isolate in a separate apartment or a house, or in a well-isolated floor of a private house or apartment with a separate bathroom. Self-isolation with other persons will not be possible in the same premises, unless they travelled together from the United Kingdom of Great Britain and Northern Ireland; family members or other persons who have not travelled together will not be able to stay with the self-isolating person.

In the case of the self-isolation of a minor upon arrival from the United Kingdom of Great Britain and Northern Ireland, they will be able to self-isolate with family members, meaning that the family members staying together will have to self-isolate for the same period as the minor.

It will not be possible to physically meet other people during the self-isolation period unless a permission is obtained from the National Public Health Centre (NPHC). Individuals in isolation will not be able to go for a walk and interact with other people unless they have travelled together.

The Ministry of Health notes The Ministry of Health notes that following a new mutation of COVID-19 found in the UK, which is believed to be highly contagious, took a decision on 20 December to close all passenger flights from the UK.

Depending on the rate of notifications and other criteria, all countries are mapped into green, orange, red and grey areas. Lithuania is currently in the red area, and its list of affected countries includes only those countries and regions that are in the grey area.

The grey group includes countries that do not provide data to the European Centre for Disease Prevention and Control or those with the 7-day testing rate lower than 300 cases per 100 000.

The grey area also includes all the third countries (non-European Economic Area countries) that are not included in the ECDC maps. The United Kingdom of Great Britain and Northern Ireland has been added to this list as of 1 January 2021.

Travellers returning from or transiting affected countries will be deemed to have been in contact and thus subject to 10-day isolation or they will be required to evidence the test for coronavirus (COVID-19) taken at maximum 48 hours before the entry to Lithuania with a negative result thereof.

Please note that this test can also be taken in Lithuania, but isolation will be nevertheless mandatory until the testing result is negative. Arrivals from third countries cannot bring their test results, they are required to self-isolate or take a test in Lithuania. Please note that even if you have brought a negative testing result, you are nevertheless recommended to avoid social contacts and gatherings for 10 days from return to or arrival in Lithuania. These requirements will not be applicable in the case of those transiting through the affected countries travelling by air through the affected countries when not leaving the airport transit area.

The Ministry of Health notes that passengers travelling on international routes organised and operated by carriers as regular, special and charter services by all modes of transport must register on the website of the National Public Health Centre under the Ministry of Health (https://keleiviams.nvsc.lt/en/form) and present the confirmation of the completed electronic form (QR code) to the carrier before boarding the vehicle, and in other cases - they must register with the National Public Health Centre (https://keleiviams.nvsc.lt/en/form) within 12 hours of returning / arriving in the Republic of Lithuania.

The list of affected countries is published every Friday to take effect on Monday for the duration of that week.

Maps outlining the status of the common criteria for EU countries and regions published by the European Centre for Disease Prevention and Control are available here.
