There has been a slight rotation in the list of affected countries following the Friday update: the list of countries whence arrivals fall subject to enhanced self-isolation requirements has had another four countries added and two countries removed. There is a significant change for carriers: from now on, they will be required to self-isolate, unless they only deliver or pick up cargo or transit through our country. These amendments will take effect on 22 February.

Milder self-isolation requirements will apply as of Monday for arrivals from the United States and Gibraltar, and stricter requirements will apply for those arriving from Albania, the Kingdom of Bahrain, the Republic of Seychelles and Slovakia.

The requirements for self-isolation have also changed. Until now, crew members employed in companies operating international commercial transportation, or who carry out international commercial transportation by all means of transport, have not been required to test or self-isolate. As of next week, however, they will be required to self-isolate from the day of arrival in the Republic of Lithuania until the day of departure from its territory, but no longer than 10 days of the return or arrival in Lithuania. An exemption will apply in the case of carriers delivering or picking up cargo without staying in Lithuania, or when transiting through our country. Please also note that carriers are not required to get tested for COVID-19 before or after the arrival in Lithuania. It is notable that family members of carriers are not required to self-isolate, i.e. they do not need to self-isolate together for the specified duration.

The self-isolation time can be reduced for carriers through a PCR test for COVID-19 on the 7th day of self-isolation at the earliest with a negative result thereof, given there are no symptoms of an upper respiratory infection, i.e. a sudden onset of at least one of such symptoms as fever, cough and heavy breathing. This test will be paid by carriers themselves.

Following the decision by the Commander of Operations, managers of companies operating international commercial transportation in Lithuania are required to verify whether online registration forms on the website of the National Public Health Centre under the Ministry of Health (NPHC) have been completed by crew members on their return or arrival from international routes, or provide, at NPHC’s request, the list of international route carriers for the verification of the correctness of the completion of the forms and for the control of the compliance with self-isolation requirements. Employers are also required to ensure that the staff are informed of the requirements for registration, self-isolation and measures for control of compliance with self-isolation requirements applicable to crew members. Furthermore, companies operating international commercial transportation in Lithuania are recommended to organise staff testing for coronavirus infection at the employer’s expense.

As of next week, there will also be changes in the requirements for self-isolation. Frontier workers and those crossing the border between the Republic of Lithuania and another European Union country every day or every working day (those travelling for work-related purpose, pupils, students and trainees) are required to show the confirmation of the negative result of a test for COVID-19 taken 7 days at the earliest before the return or arrival in Lithuania. Please note that a serological antibody test result will not be accepted.

Failing to have a negative test result, these persons will be required, within 24 hours of the arrival in Lithuania, to contact the Coronavirus Hotline at 1808 or other establishment that performs coronavirus tests to book a visit for testing. The recent requirement to have 48-hour test confirmation is no longer effective.

As of Monday, it will also be allowed to leave the place of self-isolation during working hours to go to the place required for handling work or business matters for artists, i.e. creators, performers, cultural operators and others involved in professional artistic activities. When outside the place of self-isolation, they will be required to wear tightly fitting protective equipment fully covering nose and mouth (face masks, respirators or other equipment). Artists from countries whence arrivals fall subject to the enhanced measures for communicable disease surveillance must notify the NPHC before leaving the place of self-isolation.

The list of affected countries is published every Friday to take effect on Monday for a weekly duration.

LIST OF COUNTRIES AFFECTED BY COVID-19 (CORONAVIRUS INFECTION) (with effect from 22 to 28 February):

Exemptions for foreign travellers to Lithuania have been laid down in the Government Resolution declaring quarantine (No 1226, paragraph 2.1.2.), in other cases, travellers from abroad are allowed entry only at the permission of a competent minister.

Ireland

Travellers will be required to complete an online registration form prior to arrival in Lithuania and to show the confirmation (QR code) to the carrier when boarding the vehicle, and those travelling by their own transport will have to show it to the NPHC staff or other officials at the border checkpoint or passenger checkpoint.

 

Frontier workers and those crossing the border between the Republic of Lithuania and another European Union country every day or every working day (those travelling for work-related purpose, pupils, students and trainees) are required to show the confirmation of the negative result of a test for COVID-19 taken 7 days at the earliest before the return or arrival in Lithuania.

 

Mandatory test for COVID-19

  • The test must be taken at maximum 48 hours before the entry to Lithuania or in Lithuania (registration for a test within 24 hours from arrival, travellers by air or sea will be registered by the NPHC staff at an airport or seaport concerned).

Mandatory 10-day self-isolation. More stringent self-isolation requirements:

  • No walks outside;
  • No self-isolation in the same house or apartment with other family members that are outside the travelling party. When self-isolating with a family, the family members will be required to stay in self-isolation for the same period of time (they will not be issued a sick-leave certificate);
  • It is mandatory to follow other self-isolation requirements.

 

There is a possibility of shortening the self-isolation time by taking a coronavirus test (PCR), at personal expense, on the 7th day of self-isolation at the earliest, with a negative response thereof.

 

Those subject to self-isolation exemptions or in whose respect the self-isolation time has been shortened will have to restrict the number of their contacts for 14 days of arrival in the Republic of Lithuania. It is recommended that those working commute only between work and home if there is no possibility of working from home. When contacting others, it continues as mandatory to wear protective equipment covering the nose and mouth: face masks, respirators or other equipment, while also following other general instructions for the prevention of coronavirus infection.

 

It will be allowed to leave the place of self-isolation with NPHC’s permission in the following cases (no notification is required in emergency cases):

  • To go to another place of self-isolation if it has to be changed for certain reasons.

     It will be allowed to leave the place of self-isolation     at the notification of the NPHC in the following cases:

  • To make arrangements for the funeral of a close person and the transportation of the remains and/or to participate in the wake ceremony/ funeral of a close person or visit terminally ill patients.
  • To go to a medical facility to have nasopharyngeal and oropharyngeal swab specimen collected for a coronavirus test;
  • To go to a medical facility for health care services;
  • To transport those unable to take care of themselves to a medical facility for health care services;
  • For high-performance athletes, high-performance sports specialists, high-performance sports instructors and sports medical personnel to go to high-performance sports training, training camps, competitions and institutions or establishments related to their sports activities;
  • Those that have to go to state institutions, establishments and organisations when summoned by them or to go to the place required for handling legal matters.

It will be allowed to leave the place of self-isolation without the notification of the NPHC in the following cases:

  • To go to a mobile point to have nasopharyngeal and oropharyngeal swab specimen collected for a coronavirus test after prior booking with the Coronavirus Hotline at 1808 or with the NPHC, or to take there those unable to take care of themselves.

It will be allowed to leave the place of self-isolation having notified the NPHC within at least 24 hours before the departure from Lithuania:

  • Those living or working abroad and those who need to leave the country for health reasons may leave Lithuania before the lapse of the required self-isolation time.

It will not be allowed to leave the place of self-isolation for own wedding.

  • It is allowed to go outside for a walk within the radius of maximum 1 km from the place of self-isolation while wearing protective equipment covering nose and mouth. No visits to gathering places;
  • When staying with other people, it is required to self-isolate in a separate room, but those staying together do not have to self-isolate;
  • It is mandatory to follow other self-isolation requirements.

It will be allowed to leave the place of self-isolation without the notification of the NPHC in the following cases:

  • To make arrangements for the funeral of a close person and the transportation of the remains and/or to participate in the wake ceremony/ funeral of a close person or visit terminally ill patients.
  • To go to a medical facility to have nasopharyngeal and oropharyngeal swab specimen collected for a coronavirus test;
  • To go to a medical facility for health care services;
  • To transport those unable to take care of themselves to a medical facility for health care services;
  • For those who have to go to the place required for handling legal matters;
  • Those who have their own marriage;
  • For high-performance athletes, high-performance sports specialists, high-performance sports instructors and sports medical personnel to go to high-performance sports training, training camps, competitions and institutions or establishments related to their sports activities;
  • The listed workers exercising critical occupations may leave the place of self-isolation during working hours to go to the place required for handling work or business matters;
  • Those that have to go to state institutions, establishments and organisations when summoned by them or to go to the place required for handling legal matters.
  • To go to a mobile point to have nasopharyngeal and oropharyngeal swab specimen collected for a coronavirus test after prior booking with the Coronavirus Hotline at 1808 or with the NPHC, or to take there those unable to take care of themselves.
  • Where the purpose of travelling is attending own wedding.

 

It will be allowed to leave the place of self-isolation having notified the NPHC within at least 24 hours before the departure from Lithuania:

  • Those living or working abroad and those who need to leave the country for health reasons may leave Lithuania before the lapse of the required self-isolation period of time.

SELF-ISOLATION EXEMPTIONS

There are exemptions, where self-isolation requirement is not applicable but testing for coronavirus is still mandatory for the following individuals travelling for the purpose of performance of work-related functions

  • Those enjoying immunities and privileges under the Vienna Convention on Diplomatic Relations (1961), the Vienna Convention on Consular Relations (1963) and under other international agreements and legislation of the Republic of Lithuania, their family members and their service personnel, also members of official delegations, diplomats;
  • Those serving in the military units of NATO and of NATO countries and their service personnel, also their family members;
  • Officers performing extradition, transfer or takeover tasks;
  • Foreigners coming to the intelligence authorities of the Republic of Lithuania for purposes related to ensuring national security, at the permission of the Minister for National Defence of the Republic of Lithuania or the Director of the State Security Department of the Republic of Lithuania, respectively;
  • Health care professionals;
  • Frontier workers and those crossing the border between the Republic of Lithuania and another European Union country every day or every working day: those travelling for work-related purpose, pupils, students and trainees;
  • Seafarers;
  • High-performance athletes, high-performance sports specialists, high-performance sports instructors and sports medical personnel participating in international tournaments that are subject to separate international rules for controlling the coronavirus pandemic;
  • Lithuanian citizens returning from Belarus: teachers involved in the Lithuanian education in schools in Belarus and clergy performing pastoral work in Belarus.

Testing and self-isolation exemptions for arrivals in Lithuania

  • Those transiting trough the Republic of Lithuania with only essential stops (such as refuelling or for hygiene purposes) in the Republic of Lithuania. This exemption will apply when the purpose of travelling is not necessarily related to the performance of work functions;
  • Those holding a medical certificate confirming that they had coronavirus, where the diagnosis was confirmed through the positive PCR test or an antibody test and that maximum 90 days have passed from the positive testing until the return/entry to the Republic of Lithuania. A certificate from a medical establishment will not be required in the cases where coronavirus was diagnosed in Lithuania and the data have been communicated to the Information System of Electronic Health Services and Cooperation Infrastructure. This exemption will apply when the purpose of the journey is not necessarily related to the performance of work functions.
  • Those holding a medical certificate, a country-specific vaccination certificate or an international vaccination certificate confirming that they have gone through a full coronavirus vaccination programme. This exemption will apply when the purpose of the journey is not necessarily related to the performance of work functions.
