The Ministry cautions the country’s population planning to travel to Italy, Bulgaria and Liechtenstein. On Friday, October 16, these countries were added to the list of countries affected by coronavirus (COVID-19) infection, as their coronavirus (COVID-19) incidence rate was more than 10% higher than that of Lithuania. Arrivals from or transits through these countries will be required to self-isolate for 14 days as of this Monday. Additional criteria will apply in the case of third countries.

The incidence rate per 100 thousand population reported in Lithuania on 16 October was 70.7.

Iran, Ecuador, Mexico and the Dominican Republic were removed from the list of affected countries on Friday.

When listing third countries as affected, additional criteria are taken into account, such as the test coverage rate, percentage of positive tests, availability of information, hospitalisation rate and the number of infection cases brought from that particular country to Lithuania.

Exemptions from the requirement to self-isolate to take effect on Monday: 

•    High-performance athletes, sports specialists, sports instructors and sports medical personnel participating in international tournaments, which are subject to separate international rules on coronavirus management;

•    Seafarers arriving in Lithuania from a voyage or shift at sea;

•    From 30 October to 2 November 2020, Polish citizens and persons lawfully residing in Poland arriving in Lithuania, and Lithuanian citizens and persons lawfully residing in Lithuania going to Poland to visit the graves of their relatives. Also arrivals from Poland when travelling for the purposes of work, studies, agricultural activities or health care.

•    No isolation will be required for arrivals from Latvia and Estonia.

Please note that it is no longer required for foreigners coming from affected or third countries to have been tested for COVID-19 (coronavirus infection) at maximum 72 hours before the entry to Lithuania with a negative outcome. The test however will be required when leaving the isolation place for the defined reasons or shortening the isolation period.

Every traveller returning to or arriving in Lithuania by air, sea or land using regular, special and charter services will have to register electronically with the National Public Health Centre (NPHC) by completing a questionnaire. The confirmation received - the so-called QR code - will have to be shown before boarding a plane, ferry, bus or train.

In the case of individual travelling by land, it is obligatory to register electronically with the NPHC within 12 hours from the moment of return or arrival in the Republic of Lithuania.

The list of affected countries is updated on weekly basis depending on the epidemiological situation in foreign countries.
