The list of countries most affected by the coronavirus infection (COVID-19) was updated on Friday, 25 September, to take effect as of 28 September. Estonia, Poland, Germany, Iceland and San Marino have been added to the list of affected countries. Coronavirus incidence rate in these countries has exceeded 25 cases per 100 000 population over the last 14 days. Persons arriving from or transiting through the affected countries are required to self-isolate, with exceptions for Poland and Estonia.

Kazakhstan and Saudi Arabia have been removed from the list of the most affected countries, from which entry of foreigners will be exempted only in the cases provided for in the Resolution of the Government of the Republic of Lithuania.

There are the following exemptions for Estonia and Poland, and the 14-day isolation will not apply in the case of:

  • Citizens of Poland and Estonia and persons lawfully residing in these countries, who have returned or arrived for work, studies, agricultural activities or health care.
  • People returning or transiting trough Poland from countries that are not affected by the coronavirus, only with essential stops, such as refuelling or hygiene, in Poland.
  • Officers performing extradition, transfer or takeover tasks.

Persons who have returned or arrived from countries on the list of countries most affected by coronavirus infection or who have travelled through these countries shall be deemed to have been exposed to the virus. Isolation will be mandatory in their case. Isolation however will not be mandatory for those who travel by air without leaving the airport transit area or travel in transit from a country unaffected by a coronavirus infection through Poland, with essential stops only, such as refuelling, hygiene, etc., in Poland.

Furthermore, every traveller returning to or arriving in Lithuania by air, sea or land using regular, special and charter services is required to register electronically with the National Public Health Centre (NPHC) as of Tuesday, 15 September. This means that before boarding a plane, ferry, bus or train, a person will have to fill in a form on the NPHC website and present the confirmation received - the so-called QR code - during the boarding.  

In the case of individual travelling by land, it is obligatory to register with the NPHC within 12 hours from the moment of arrival in the Republic of Lithuania.

The list of affected countries is subject to weekly updates depending on the epidemiological situation in foreign countries.
